Chapter 1. General Rules
Article 1.(Purpose)

These Rules and Requirements of the ThoroughbredRegistration (referred to as the "Rules") are to regulate all the procedures of Thoroughbred registration by the Korea Racing Association (referred to as "KRA" hereafter) with a view to preserving the integrity of the pedigrees, improving the hereditary properties of horses and promoting the horse breeding in accordance with the Article 8 of the Enforcement Ordinances of the Livestock Law.

Article 2.(Terms)

For the purposes of these Rules, the following terms shall be defined as follows;

  • 1. "Registration" shall mean the registration of the pedigree, sex, color, markings of a horse and the facts arising in the course of its use in
        the official records and the Korean Stud Book.
  • 2. "Foal Registration" shall mean the registration of the pedigree, sex, color, markings, breeder, owner of a horse which is born in Korea in
        the official records and the Korean Stud Book.
  • 3. "Breeding Registration" shall mean the registration of the pedigree, sex, color, markings, owner of a horse which is to be used for
        breeding in the official records and the Korean Stud Book.
  • 4. "Identification" shall mean the confirming of a horse's identity by checking the sex, color, markings of the body, by DNA-typing, or
        bloodtyping etc.
  • 5. "Foreign stud book authorities" shall mean foreign authorities responsible for horse registration which are recognized internationally and
        by the KRA.
  • 6. "Racehorse" shall mean a horse which is racehorse-registered pursuant to the Article 12 of the KRA Law.
  • 7. "Foal imported in uterus" shall mean a foal imported along with its dam while in the uterus and born in Korea.
  • 8. "Breeder" shall mean the owner of the dam at the time of foaling, unless the dam was under a commission contract at the time of foaling.
        In that case, the person specified by the terms of the contract is the breeder of the foal.
  • 9. "Owner" shall mean the person who has acquired the right to dispose the horse by breeding, purchase, exchange, donation, or
        inheritance.
Chapter 2. Registration
Article 3. (Eligibility)

(1) Only Thoroughbred horses are eligible for registration.

(2) Thoroughbreds are the horses which are able either

  • 1. To be traced down all lines of its pedigree to horses registered before 1st January 1980 in
    • a) The Korean Stud Book, and/or
    • b) Any Approved Thoroughbred Stud Book; OR
  • 2. To prove satisfactorily eight recorded crosses consecutively with horses qualified as in category 1 above, including the cross of which it
        is the progeny and to have satisfied the performance and approval conditions as set out for foals below.
    • a) The foal can show in both the "Thoroughbred" and Non-Thoroughbred sections of its pedigree, such performances in races open to
          "Thoroughbreds" as to warrant its assimilation with "Thoroughbreds".
    • b) The promotion is approved by the unanimous agreement of the International Stud Book Committee.
Article 4. (Classification of registration)

Registration includes Foal Registration, Breeding Registration and recording of the facts arising in the course of the use of a horse.

Article 5. (Registration applicants)
  • (1) The applicant of registration of a horse shall be its current owner.
  • (2) In the case of the corporate owner or the group owner(including ownership shared by more than one owner) for a horse, the
         representative of the corporate or the group becomes the applicant. The evident documents including the name of the corporate or the
         group and detailed information should be submitted along with the application.
Article 6. (Inspection)
  • (1) Inspections necessary to register a horse are carried out by registration inspectors.
  • (2) Detailed matters regarding the appointment of registration inspectors and the installation of inspection committee shall be decided by the
         President of the KRA.
Article 7. (Cooperation for inspection)

The owner of a horse to be inspected shall cooperate in the inspection required by Article 18, 25, 31 and 32.

Article 8. (Disqualification)

Any horse that falls under any one of the following categories is not eligible for registration.

  • 1. Any foal produced by unnatural methods such as artificial insemination or embryo transfer. As an aid to the natural service, a portion of
        the ejaculate produced by the stallion during a cover may immediately be placed in the uterus of the broodmare covered
  • 2. Any foal whose birth has not been recorded in the Return of Mares of its dam under Article 27 (1) 2
  • 3. Any foal that has been found to be disqualified as an offspring of the reported parents by DNA-typing or bloodtyping
  • 4. Any foal that has been found to be disqualified as an offspring of the reported parents by applying the principles of coat-color inheritance
  • 5. Any foal whose sex cannot be determined
  • 6. Geldings for Breeding Registration
  • 7. Other horses which have been recognized as disqualified for registration
Article 9. (Rejection or revocation of registration)
  • (1) Registration may be rejected in any of the following cases.
    • 1. If an applicant refuses to cooperate in inspection or to provide hair root or blood samples for DNA-typing or bloodtyping required by
          Article 7.
    • 2. If any falsehood or wrongdoing is found in application
  • (2) Registration is revoked in any of the following cases.
    • 1. If a horse is found to have been registered through falsehood or wrongdoing
    • 2. If a horse falls into any one of the categories of Article 8, or is found to be disqualified by Article 3, 15 and 22
    • 3. If the owner has made false reports in fulfilling obligations of Article 13 (1) for illegitimate purposes
  • (3) Registration may be revoked if the owner of a horse has not fulfilled the reporting obligations of Article 13 (1) within one year period from
         the point where changes to report occurred.
  • (4) Any horse whose registration has been revoked for the reasons specified in (2) may not be re-registered.
  • (5) The KRA is not liable for any loss resulting from or related to the revocation of registration.
  • (6) The KRA may refuse any applications by the owner(at the time of the revocation) of a horse whose registration has been revoked by (2)
         and (3).
Article 10. (Facts to be registered)
  • (1) The facts to be registered include breed, registration date, registration number, sex, color, place and date of foaling, markings,
         parentage, breeder, name(in case of corporate owner, name of the corporate and name of the representative) and address of
         the owners, etc., and the breeding records for breeding-registered horse.
  • (2) The registered facts may be stored and processed in the form of a computer file.
Article 11. (Correction of the registered facts)

The KRA shall correct the error and notify the owner of the correction if any error is found in the registered facts.

Article 12. (Public notification of the registered facts)
  • (1) The horses registered pursuant to these Rules shall be recorded into the Korean Stud Book, Supplement and other publications.
  • (2) If any of the following changes affecting the status of a registered horse occurs, it shall be recorded in publications specified in (1).
    • 1. If the registration of a horse has been revoked
    • 2. If the registration of a horse has been corrected or changed
Article 13. (Reporting of changes)
  • (1) If the registered facts change or any of the following happens, the owner of the horse shall report the changes to the KRA within 30 days
         of the change and submit supporting documents.
    • 1. If the ownership has been transferred through sale, exchange, donation, inheritance, etc.
    • 2. If a horse has been used for purposes other than breeding or racing or has been dead(naturally dead or destroyed)
    • 3. If a horse has been gelded or spayed
    • 4. If any changes have been applied to the body of a horse such as new brands
  • (2) The transfer of ownership shall be reported by the new owner if the transfer is caused by (1) 1, and by the previous owner if by (1) 2.
  • (3) If the reporting of changes are delayed, the owner shall pay the late fee set in Article 38 to the KRA.
  • (4) Racehorses are subject to the Racing Rules in spite of (1) and (2).
Article 14. (DNA-typing or Bloodtyping)
  • (1) Any person applying for the registration of his/her horses shall have the concerned horses DNA-typed or bloodtyped in accordance with
         the international standards set by the International Stud Book Committee and the International Society of Animal Genetics, and shall pay
         the DNA-typing or Bloodtyping fee set in Article 38.
  • (2) Registration inspectors shall identify the horse and take the hair root or blood sample for DNA-typing or bloodtyping.
  • (3) DNA-typing or bloodtyping shall be carried out by a laboratory officially designated by the KRA.
  • (4) If the result of the the DNA-typing or bloodtyping raises suspicions about parentage of a horse, it shall be re-typed. Re-typing is allowed
         only for twice for one application.
  • (5) The detailed results of the typings may not revealed to any one but foreign stud book authorities.
  • (6) If the sire of a foal imported in uterus has not been imported, or the dam or the sire has been dead before DNA-typed or bloodtyped, the
         results of the DNA-typing or bloodtyping by the laboratory designated by the stud book authority of its foaling or exporting country shall
         be requested to provide the results of the typings.
Chapter 3. Foal Registration
Article 15. (Eligibility)

A foal which satisfies any of the following is eligible for Foal Registration.

  • 1. Any foal produced between breeding-registered sire and dam in Korea
  • 2. Any foal imported in uterus with documents specified in Article 16 (1) 2
Article 16. (Application documents)

(1) Anyone(the owner of the eligible horse) who wishes to apply for Foal Registration of his/her horse must submit all of the following
     documents and the registration fee set in Article 38 within the period specified in Article 17.

  • 1. Korean-bred foals conceived in Korea
    • a) Return of Mares
    • b) Covering Certificate
  • 2. Foals imported in uterus
    • a) Documents specified in 1 a)
    • b) A certificate issued by foreign stud book authority verifying the covering

(2) The certificates and documents of (1) 2 b) sent by the foreign stud book authority directly to the KRA will be considered to be submitted
     by the applicant.

(3) The KRA shall have the right, when deemed necessary, to require that additional documents to take blood and other samples from a foal,
     and to mark on its body for identification.

Article 17. (Submission period)

The Foal Registration Application should be submitted within 60 days from the foaling date of the foal. Even in delayed submission, the application must be made by December 31 of the foaling year(for foals conceived in southern hemisphere, July 31 of the following year).

Article 18. (Inspection for Foal Registration)

For foals whose Foal Registration Application is made, all the following inspections shall be carried out by the registration inspectors.

  • 1. Preparation of Identification Slip by recording the sex, color, and markings of the horse
  • 2. Confirming Inspection of the markings taken by 1(carried out in the year following birth)
  • 3. Parentage verification(by DNA-typing or bloodtyping and applying the principles of coat-color inheritance)
  • 4. Any kind of additional inspection as deemed necessary
Chapter 4. Naming
Article 19. (Naming)
  • (1) Korean-bred horses may be named only if they are one year old or older and foal-registered.
  • (2) Names given by (1), if in Korean, must consist of no more than 6 letters without spaces between letters, and if in English, no more than
         18 letters, with spaces included.
  • (3) Names of foreign-bred horses are, in principle, given by the competent authorities of the foaling countries, and the phonetic translation
         into Korean of the name given before the importation shall not exceed 8 letters without spaces. Above (2) also applies to naming of
         horses imported before named. In this case, the prior approval from the competent authority of the foaling country is required.
  • (4) The owner who is to name his/her horse by (1) and (3) must submit a Naming Application including the proposed names to the KRA.
  • (5) Alphabetized names must be accompanied by a suffix showing the foaling country in the parentheses.
Article 20. (Non-eligible Names)
  • (1) The following classes of names are not eligible for use.
    • 1. Names that are in violation of Article 19
    • 2. Names that are identical or similar to already registered names or names of famous horses in spelling or pronunciation
    • 3. Names having commercial significance, such as trade marks or company names
    • 4. Names of public figures or famous people(pen names included)
    • 5. Names that are identical or similar to names included in the International List of Protected Names in spelling or pronunciation
    • 6. Names that are suggestive or have a vulgar or obscene meaning
    • 7. Other names deemed inappropriate as names of horses
  • (2) Names already given to a horse are not available for use before the periods specified below expire.
    • 1. Broodmare: 10 years from the date of death or the termination of its use(in case of no death report, 25 years from the foaling date)
    • 2. Stallion: 15 years from the date of death or the termination of its use(in case of no death report, 35 years from the foaling date)
    • 3. Others: 5 years from the date of death(in case of no death report, 20 years from the foaling date)
  • (3) Specifications for (1) 7 shall be decided by the president of the KRA.
Article 21. (Change of names)
  • (1) Names already given to a horse cannot be changed. Nevertheless, in the cases judged to be unavoidable, names may be changed
         once before the horse runs its first race(including races abroad).
  • (2) In spite of (1), when judged that a name already given to a horse can cause a clear disruption in registration or race operation, that
         name can be changed once by the President of the KRA with no concern of whether the horse has run or not.
  • (3) Any owner who is to change the name of his/her horse according to (1), must submit the Name Change Form along with the fee set in
         Article 38.
  • (4) For the namechanges of foreign-bred horses pursuant to (1) or (2), prior approval from the competent authorities of the foaling countries
         must be obtained.
Chapter 5. Breeding Registration
Article 22. (Eligibility)
  • (1) Only horses with registered names and breeding purpose are eligible for breeding registration when the following requirements are met.
    • 1. Horses foal-registered(foreign-bred horses registered with the stud book authorities of the foaling countries)
    • 2. Horses older than 36 months
  • (2) For application of the Breeding Registration of a current racehorse, its Racehorse Registration must be cancelled.
Article 23. (Application documents)
  • (1) Anyone who is to apply for the Breeding Registration of his/her horses must submit all of the following documents and the registration
         fee set in Article 38 within the period by Article 24.
    • 1. A Breeding Registration Application
    • 2. Color photographs taken from the front, left and right clearly showing the markings in the head, body and the legs.
  • (2) When it deems necessary for registration in addition to the requirements of (1), the KRA may take the step of Article 16 (3).
Article 24. (Submission period)
  • (1) The application submission periods for Breeding Registration are as follows.
    • 1. Racehorses: Within 45 days from the date of termination of its Racehorse Registration
    • 2. Imported horses: Within 45 days from the date of import
    • 3. Others: 30 days before the anticipated date of its first covering
  • (2) If an application is submitted after the period set in (1), the owner must pay the fee set in Article 38.
Article 25. (Inspection for Breeding Registration)

For horses whose Breeding Registration application is made, all the following inspections shall be carried out by the registration inspectors.

  • 1. Screening of documents submitted
  • 2. Identification of the horse
  • 3. DNA-typing(except for broodmares whose DNA-types have been established)
  • 4. Others deemed to be necessary
Chapter 6 The management of breeding records
Article 26 (Issuance of a Covering certificate)
  • (1) The owner of a breeding-registered stallion shall issue to the broodmare owner a Covering Certificate including information on the
         broodmare covered, the first and last dates of coverings, and declarations that artificial methods such as artificial insemination
         have not been used and the identity of the broodmare has been checked against the identification documents.
  • (2) In principle, coverings shall occur between breeding-registered stallions and broodmares.
Article 27. (Reporting of covering and breeding records)
  • (1) The owner of a breeding-registered horse shall report to the KRA on all covering and breeding records on an annual basis in the
         manner described below.
    • 1. The owner of a stallion shall submit the Stallion Report which includes all the coverings by the stallion by September 30 of that year.
    • 2. The owner of a broodmare shall submit the Return of Mares which includes all the breeding records (including records of foals alive, the reasons for no foal, etc.) at the time of application. The owner not applying for the registration of the foal shall submit the Return of Mares by July 31 of that year (for the foals conceived in the southern hemisphere, the due date is December 31 of that year).
  • (2) The owner of a breeding horse must pay the fee set in Article 38 in case that reporting is made after the due date set in (1), and, in
         principle, if the reporting is not made within 1 year from the due date, the foals born as the results of the coverings after that point
         may not be foal-registered or entered into the Korean Stud Book.
Article 28. (Registration of breeding records into the Korean Stud Book)

Information reported on the Returns of Mares by Article 27 (1) 2 shall be registered in the Korean Stud Book.

Chapter 7 Import
Article 29. (Recording of imported horses)

An imported horse shall be entered into the official records or the Korean Stud Book according to these rules only with official documents with international validity which were issued by the stud book authority of the exporting country. In this case, the horse must be registered previously with the stud book authority of the foaling country.

Article 30. (Application for Recording)
  • (1) Anyone who is to use imported horses for racing or breeding purposes shall submit all of the following documents and the fee set in
         Article 38.
    • 1. Documents necessary to apply for Breeding Registration set in Article 23, or for Racehorse Registration pursuant to the Racing Rules
    • 2. A Certificate of Exportation issued by a foreign stud book authority; or documents which have the same effect
    • 3. Documents to verify the racing records, if the horse has run
    • 4. Documents to verify the ownership
    • 5. Certificate of Import Declaration
  • (2) The certificates and documents of (1) 2 and 3 sent by the foreign stud book authority directly to the KRA will be considered to be
         submitted by the owner of the imported horses.
  • (3) When it deems necessary in addition to the requirements of (1), the KRA may take the steps specified in Article 16 (3).
  • (4) The requirements and procedures for the recording of horses imported for purposes other than stated in (1) shall be decided separately
         by the president of the KRA.
Article 31. (Inspection of imported horses)
  • (1) For horses whose Recording of the Imported Horse application is made, all the following inspections shall be carried out by the
         registration inspectors.
    • 1. Identification of the horses with the documents required by Article 30 (1) 1 and 2 or the passports
    • 2. Others deemed to be necessary
  • (2) The KRA shall notify the stud book authority of exporting country of the inconsistency found in the inspection of (1) 1.
Chapter 8 Export
Article 32. (Issuance of the Certificate of Exportation, etc.)
  • (1) Anyone who is to export a horse shall submit all of the documents required below, and the KRA shall issue a Certificate of Exportation
         for the exported horse.
    • 1. An application form for the Certificate of Exportation
    • 2. A certificate for the horse issued by Article 36
    • 3. A Covering Certificate in case of a broodmare in foal
  • (2) The KRA shall take additional inspection procedures to check the identity of the horse and to correctly prepare the Certificate of
         Exportation.
  • (3) The KRA shall mail the Certificate of Exportation issued by (1) directly to the stud book authority of the importing country.
Article 33. (Endorsement of passport)

The passport of the horse being exported must be submitted to the KRA for endorsement prior to the exportation, when applicable.

Chapter 9 Publication of the Korean Stud Book and etc.
Article 34. (Publication of the Korean Stud Book and etc.)

The KRA shall publish a Stud Book every four years and a supplement every year.

Article 35. (Issuance of passport)
  • (1) The KRA may issue passports for identification of Korean-bred horses or for other purposes.
  • (2) The owner of a horse with a passport shall report to the KRA any changes of information contained in the passport and acquire the
         confirmation on the correction of the changes within 30 days from the occurring date of those changes.
Chapter 10 Issuance of certificates and others
Article 36. (Issuance of certificates)

The KRA shall issue one of the following certificates to the owner of a registered horse.

  • 1. A Certificate of Foal Registration for a Korean-bred horse that has been foal-registered
  • 2. A Certificate of Imported Horse for a foreign-bred horse(except for breeding-registered horses)
  • 3. A Certificate of Breeding Registration for a breeding-registered horse
Article 37. (Re-issuance of certificates)
  • (1) The owner of a horse whose certificates were misplaced or severely defaced may apply for the re-issuance of the certificates.
  • (2) The owner shall pay the re-issuance fee set in Article 38 and submit a re-issuance application of the certificates when he/she applies
         for re-issuance pursuant to (1).
  • (3) The KRA may request the applicant to explain reasons for the application by submitting documentary evidence or by being present in
         person to explain the reasons for re-issuance.
  • (4) When a certificate is re-issued pursuant to (1), the fact that it has been re-issued shall be stated in the certificate. In this case, the
         certificate issued previously becomes invalid.
Article 38. (Fees)

Fees required by these Rules are as attached in a Separate Table.

Article 39. (Identification Documents)
  • (1) The owner of a registered horse shall confirm the identity based on the identification documents (certificates or passport) issued by the
         KRA before covering, sale or transfer.
  • (2) In the case of ownership transfer, the new owner should take over the identification documents which is signed by the former owner.
Article 40. (Rules for operation)

Detailed items necessary to enforce these Rules such as application forms shall be decided separately by the president of the KRA
